Early project decisions have lasting impacts on cost, performance, and risk are often considered primarily through a capital expenditure lens. This NAWIC event, in partnership with MBM, brings together a panel including a quantity surveyor, facilities and asset management advisor, a client from Community Housing Limited, and a builder to explore how cost and risk are managed across the full asset lifecycle.
Through an interactive discussion, panelists will share practical insights on bridging the gap between capital planning and operational realities, balancing short-term budgets with whole-of-life value, and managing risk from design through to operations.

Edna Yeo is a cost and commercial management leader with over 15 years’ experience across the construction and property sector. As Director at MBMpl, she brings strong expertise in risk management, helping clients identify, assess, and mitigate financial and commercial risks throughout the project lifecycle.
A Chartered Quantity Surveyor (CQS) and MAIQS member, Edna is known for her practical, solutions-focused approach to managing cost uncertainty, contract risk, and project contingencies in complex environments.
Tony Del Nevo – Associate for MBM
Tony Del Nevo is a highly experienced Asset and Facilities Management Advisor with over 30 years in major infrastructure and PPP projects. He specialises in managing lifecycle and operational risks, helping clients optimise asset performance and drive long-term value across complex portfolios.
Tony brings a strategic, whole-of-life perspective to cost and risk management, with deep expertise across health, education, and social infrastructure sectors.
Caitlin Gibbs – General Manager BTR for Community Housing Limited
Caitlin Gibbs has over 15 years experience in complex social infrastructure projects from both a client side project management, and operations management perspective. She brings strong expertise in commercial, contract, and risk management, particularly across PPP and community housing environments.
Caitlin is recognised for her practical approach to managing project risk, balancing cost, programme, and stakeholder priorities to achieve successful outcomes.
John Moran – Cost Planning and Estimating Manger for Built
John Moran is a cost planning and estimating leader with extensive experience across the project lifecycle. At Built., he brings a delivery-focused perspective, with strong expertise in cost control and proactive risk mitigation during construction.
